City Council

Introduction

Shoreview's City Council is comprised of a Mayor and four Councilmembers. The Mayor serves a two-year term of office, and the Councilmembers are elected at large to serve overlapping four-year terms. Shoreview has adopted the Plan B Council/Manager form of government, one of three forms permitted by the Minnesota State Legislature.

The Council has policymaking and legislative authority, and they appoint the City Manager, who is charged with the administration of city business in accordance with Council decisions. The Manager has the authority to appoint all employees and is responsible for the development of the annual budget.

Responsibilities of the City Council

The City Council exercises the following powers and duties:

City Council Meetings

The Council meets the first and third Mondays of each month at 7:00 p.m. in the City Council Chambers at City Hall, 4600 Victoria Street North. The regular Monday Council meeting is deferred until Tuesday evening if a holiday falls on that Monday. The City Council meeting is broadcast live and rebroadcast on Shoreview Channel 16.

The City Council also meets regularly in a workshop meeting on the second Monday of each month. Although these are public meetings, they are generally more informal and allow the Council to have more in-depth discussion of broader policy issues, projects, and City goals and objectives. The Council does not take any official actions on items at these meetings.

City Council Agendas are available online the Friday afternoon prior to the meeting and at the meeting itself. Minutes of the meetings are recorded and reviewed at the following Council meeting. Once approved, the minutes are available online for the public.

City Council Summaries

In an effort to provide up-to-date information, the City publishes a summary of major actions of the Shoreview City Council. City Council summaries are available online following City Council meetings.

State of the City Address

Each year, the Mayor creates a State of the City address, which is published in the City publication, ShoreViews.

City Council Advisory Committees/Commissions

Although members of the Shoreview City Council are elected, many volunteers serve on various commissions that make recommendations to the Council.

The meetings are open to the public. The present committees/commissions and their regular meeting times are:

Bikeways and Trails Committee, 7 p.m. on the first Thursday of each month. The Committee advises The City Council in matters concerning the development of bikeways, trailways and alternative means of transportation.

Economic Development Authority, 5 p.m. on the second Monday of each month. The Authority is made up of the Economic Development Commission and City Council members, whose goal is to promote economic growth by creating partnerships, fostering employment opportunities, supporting diverse housing programs and expanding the tax base through development and redevelopment.

Economic Development Commission, 7:30 a.m. on the third Tuesday of each month. The mission of the Commission is to bring to the city a view from the business community, recognizing that business retention and economic development are an element of the broader goal of quality community development.

Environmental Quality Committee, 7 p.m. on the fourth Monday of each month. The Environmental Quality Committee provides recommendations to the City Council on issues relating to the environment, water quality, and solid waste.

Human Rights Commission, 7 p.m. on the fourth Wednesday of every month. The Commission advises and aids the City of Shoreview by establishing and promoting a community standard of equal opportunity and freedom from discrimination. The Commission envisions a community where all people are welcomed, valued, and respected where each person feels at home.

Lake Regulations Committee, meets as needed. The Committee advises the City Council on all policy matters concerning the safety, use, and enjoyment of the city's lakes.

Parks and Recreation Commission, 7 p.m. on the fourth Thursday of each month. The Commission advises the City Council and staff on Community Center recreation programs and facilities, parks, open space, and forestry to promote quality of life and a diversity of interests.

Planning Commission, 7 p.m. on the fourth Tuesday of each month. The Commission assists the City Council with long-range planning in the community and to foster high quality development. The Commission considers all City ordinance regulations in the decision-making process, as well as information provided at public hearings. The City Council considers the Planning Commission's recommendation, along with other relevant information, before making a final decision.

Public Safety Committee, 7 p.m. on the third Thursday of every other month (January, March, May, July, September, November). The Public Safety Committee assists and advises the City Council in all policy matters relating to public safety in the City of Shoreview including police, fire, paramedic service, animal control and emergency management.

Snail Lake Improvement District Board, 5:30 p.m. on the third Tuesday of January and March. The Snail Lake Improvement District Board provides recommendations to the City Council on matters relating to the management of Snail Lake. In addition to the augmentation of Snail Lake, the Board may become involved in a number of lake-regulated issues including: the maintenance of public beaches, docks and other facilities; and the implementation of lake water conservation programs.
