Building Permits
Introduction
The Minnesota State Building Code, with State Amendments, is enforced by the City of Shoreview. The City reminds everyone that many home improvement projects require a building permit. These include decks, garages, porches, fences, sheds, driveways, basement remodeling, egress windows, replacement siding, windows and roofing. New construction, additions, alterations or repairs to a residential occupancy also requires a smoke alarm be installed.
Permits are required for buildings or structures that are constructed, altered, moved, improved or repaired, and are required as well for electrical, plumbing, heating and air conditioning work.
Some may think that obtaining a permit means extra costs, time delays, and unwarranted regulations. However, a building permit ensures that proper services are provided to safeguard life, health, property and public welfare. Permits do so by regulating the design, construction, and quality of materials of all buildings and structures in the community. Residents may sometimes overlook the benefits of obtaining a permit and appropriate inspections. Benefits include peace of mind in knowing that the work has been done properly and in accordance with all codes.

Residential building permit application must include legible construction drawings, which demonstrate that the proposed project complies with the requirements of the Building Code and a lot diagram showing all features of the property.

Inspections
Building, plumbing and HVAC inspections are conducted between the hours of 9 a.m.-3 p.m., Monday-Friday. Inspections must be requested 48 hours in advance. Have the permit number and the property address ready for the inspection request. Call 651.490.4685 to leave a message requesting an inspection, or you may request an inspection online.
Electrical inspections are contracted and performed by Tokle Inspections. Call 763.754.2983 between 7-8:30 a.m. Monday through Friday.
You can verify online whether an inspection is scheduled for the time requested on the inspection request line. Schedule is updated daily at 9:00 AM. Scheduled inspections will be performed as close to the scheduled time as possible, typically within 30 minutes of the requested time.
General Inspection Information
The State Building Code applies throughout the State of Minnesota. The City's Building Official enforces the Building Code. Plumbing, HVAC and Electrical installations are also regulated by the State and enforced by the City.
The International Code Council (ICC) is as professional organization which develops uniform building codes, provides certification and educational opportunities to local building officials and other industry professionals, and assists in the acceptance of new building products.
The 10,000 Lakes Chapter and Association of Minnesota Building Officials of the ICBC provides educational opportunities, legislative affairs and code development assistance to building professionals in Minnesota.
The Builders Association of Minnesota (BAM) represents builders, remodelers and associated industries. The Association works to improve home building throughout the State.
The State of Minnesota Department of Commerce licenses building contractors, provides information to consumers about choosing and hiring a building contractor, and investigates complaints against contractors.
