Introduction
Notice to Contractors: Effective July 1, 2010, the State of Minnesota has increased the minimum surcharge on fixed fee permits from $.50 to $5.00. The City of Shoreview will be charging the additional surcharge on all permits received July 1 and later. Any applications received with the wrong surcharge, will be returned. We apologize for any inconvenience this may cause you.
The Minnesota State Building Code, with State Amendments, is enforced by the City of Shoreview. The City reminds everyone that many home improvement projects require a building permit. These include decks, garages, porches, fences, sheds, driveways, basement remodeling, egress windows, replacement siding, windows and roofing. New construction, additions, alterations or repairs to a residential occupancy also requires a smoke alarm be installed.
Permits are required for buildings or structures that are constructed, altered, moved, improved or repaired, and are required as well for electrical, plumbing, heating and air conditioning work.
Some may think that obtaining a permit means extra costs, time delays, and unwarranted regulations. However, a building permit ensures that proper services are provided to safeguard life, health, property and public welfare. Permits do so by regulating the design, construction, and quality of materials of all buildings and structures in the community. Residents may sometimes overlook the benefits of obtaining a permit and appropriate inspections. Benefits include peace of mind in knowing that the work has been done properly and in accordance with all codes.
How much will it cost?
The cost for a building permit that does not require a plan review (roofing, siding, simple remodeling project, etc) can be determined by using the permit fee calculator tool. Enter the valuation of the project and the tool will automatically calculate the fee. The total fee includes a $5 contractor license verification fee that is not included when a homeowner acquires a permit.
How long will it take?
Permits submitted that required a plan typically take 5 to 7 days to process and approve the permit for issuance. Some applications may take longer due to special provisions or conditions. Permits for siding, roofing, windows or other projects that do not require a plan review may be issued over the counter. You can check online to see if a permit has been processed and ready for issuance by following the link. Permits are listed by project address and are updated immediately upon issuance.

Permits listed are available for pick up between the hours of 8 a.m. and 4:30 p.m. Monday-Friday.
Apply for a Permit
When submitting for a permit, provide the completed application, two sets of plans when required and a site plan when required. Plans must be legible and have construction elements and dimensions as necessary. Applications can be submitted at City Hall to the Building Inspector Division, or faxed to Building Inspections 651.490.4696. Special arrangements for payment with a credit card can be made by calling the Building Inspection Division.

Inspections
Building, plumbing and HVAC inspections are conducted between the hours of 9 a.m.-3 p.m., Monday-Friday. Inspection requests must be submitted a minimum of 2 working days prior to the desired inspection date. Inspections may be arranged by completing the online request form (see Request an Inspection below) or by calling the recorded inspection request line at 651.490.4685 and leaving a message that includes the address, a contact phone number in case of a conflict, type of inspection, permit number, day and time of the inspection request. Confirmations are only made when when inspections are scheduled online, or if there is a conflict when requesting by phone.
Scheduled inspections will be performed as close to the scheduled time as possible, typically within 30 minutes of the requested time. You can verify whether is an inspection is scheduled for the time requested on the inspection request line typically within 24 hours after the inspection has been requested.

The State Building Code applies throughout the State of Minnesota. The City's Building Official enforces the Building Code. Plumbing, HVAC and Electrical installations are also regulated by the State and enforced by the City.
The International Code Council (ICC) is a professional organization which develops uniform building codes, provides certification and educational opportunities to local building officials and other industry professionals, and assists in the acceptance of new building products.
The 10,000 Lakes Chapter and the Association of Minnesota Building Officials of the ICC provides educational opportunities, legislative affairs and code development assistance to building professionals in Minnesota.
The Builders Association of Minnesota (BAM) represents builders, remodelers and associated industries. The Association works to improve home building throughout the State.
The State of Minnesota of Labor and Industry licenses building contractors, provides information to consumers about choosing and hiring a building contractor, and investigates complaints against contractors.
