Rental Housing
Rental housing property owners are required to obtain an annual City license. Rental housing licensing is regulated by the provisions of Section 714 Rental Licensing. The licensing requirements pertain to all rental housing, including non-owner occupied single-family detached, single-family attached and multi-family housing units. The intent of the rental housing licensing program is to ensure that rental housing units are maintained in accordance with the City's regulations and will not become a nuisance or negatively influence a neighborhood.

Affordable Housing
Affordable housing is core to a strong economy and a healthy region. Housing is affordable when a family with a moderate or low income pays no more than 30-40% of its monthly income for housing.
HousingResource Center
The HousingResource Center is a program of the Greater Metropolitan Housing Corporation. GMHC's mission is to preserve, improve and increase affordable housing for low and moderate income families, as well as assist communities with housing revitalization. The HousingResource Center is a community service for homeowners and provides comprehensive free housing services to all residents of participating communities, while also improving the community and its housing stock. The HousingResource Center provides numerous services, including individual, high quality, complete assistance through the purchase, financing, refinancing or construction/renovation process.

Housing Improvement Area
Housing Improvement Area
Housing Improvement Area (HIA) is a public financing tool provided by MN Statute 429A.11 - 429A.21. HIA allows the City to provide a loan to private property owners within a designated area (townhome and condominium associations).
An HIA fund is common area improvements that cannot otherwise be economically financed through association fund balance, commercial loans or individual private owner loans.
HIA improvements include: roof replacement or repair, window replacement, siding, patio doors, decks, parking lots, sidewalks, garages, landscaping, boiler, water lines, lighting, painting, carpet, fixtures, drywall and trim.
The process to obtain HIA funds include filing a petition, the City holding a Public Hearing and City Council establishing an ordinance.

Economic Development Authority
From a policy perspective, the Shoreview Economic Development Authority seeks to improve the economic well-being and quality of life for Shoreview by creating and/or retaining jobs and supporting economic growth.
