Property Maintenance & Code Enforcement

Introduction

It is important that residents take responsibility for maintaining their property. An unsightly yard, homes in disrepair, and old vehicles and equipment stored on-site not only reduces the value of that particular property, but reflects poorly on adjacent homeowners and the community. The city has limited resources to patrol neighborhoods looking for property maintenance or nuisance violations. You know your neighborhood and where problems exist. Of course, it is sometimes difficult to report property or nuisance concerns, especially if it involves your neighbor. If you are uncomfortable about discussing a concern with your neighbor, call the Code Enforcement division at 651.490.4687 to report a property maintenance or nuisance concern.

Project S.H.I.N.E stands for Shoreview Inspections for Neighborhood Enhancement. It is a program designed by the City of Shoreview to educate and raise awareness to residents on the importance of maintaining properties in order to protect property values and the quality of a neighborhood. This neighborhood enhancement effort is aimed at maintaining the livability of neighborhoods and is critical to our community's long-term stability. Each spring and fall the City selects an area of the community to concentrate code enforcement efforts.

Property Maintenance

Unlicensed or Inoperable Vehicles

Unlicensed and/or inoperable vehicles cannot be stored on property unless inside a completely enclosed building. Vehicles may not be parked on boulevards, lawns or grass plots.

Recreational vehicles, including trailers, snowmobiles, boats and campers, must be on an approved surface when parked or stored in the front yard.

Vehicles for Sale

Vehicles and recreational equipment "For Sale" cannot be parked on public property including street boulevards, school parking lots, parks or commercial shopping centers.

Outside storage

All materials and equipment must be stored within a building, with the exception of patio furniture, recreational equipment and firewood. Firewood is permitted within the side and rear yard area provided it is no closer than five feet from any property line and is kept in a safe and neat stack no higher than six feet.

Recreational storage

Outside storage of boats, unoccupied trailers, snowmobiles and one recreational vehicle is permitted on residential property:

Parking and storage of vehicles, RVs, and trailers is allowed only on asphalt, concrete or other approved hard surfaces.

Code Enforcement

The City's Code Enforcement Officer enforces the zoning, nuisance, and property maintenance regulations of the City to ensure that the community maintains quality neighborhoods and commercial areas. Code complaints range from debris, unmaintained yards, junk vehicles, and poor building maintenance. Specific duties include:

  1. Responding to code complaints including inspection and work with property owners to gain compliance.

  2. Working closely with the Ramsey County Sheriffs Department, Animal Control, and the City Attorney on more serious enforcement issues.
