Property Taxes

In order to fully understand the impact of the City's budget and property tax levy on the individual property tax bill, it is helpful to have a basic understanding of the property tax system and the other taxing jurisdictions that also impact property taxes. In Minnesota, the property tax bill is the result of the actions of several different levels of government, including the State Legislature, County, school district, City, as well as metro-wide jurisdictions.

How property tax is determined ?

Property tax levies for school districts, counties, cities, as well as metro-wide entities like the Metropolitan Council, Metropolitan Transit, and Mosquito Control make up the property tax bill. According to state statutes, these levies are distributed and collected based upon the value of property in the jurisdictions service area. For example:

Tax Supported Systems

The following information is presented in an attempt to illustrate the amount of property tax paid by the average home for each City program. The amounts shown for each program reflect the annual amount of property tax paid for a $249,350 home. Below is a description of each program.

$69.10 - General government: council, commissions, legal, administration, community events, elections, newsletter, publishing, finance, city hall operation & maintenance, and information systems.

$201.01 - Public Safety: police, fire, animal control and emergency services.

$57.96 - Public Works: street maintenance, streetlights, snow removal, traffic lights, public works administration, trail maintenance and forestry.

$128.36 - Parks: parks administration, recreation programs administration, park maintenance, ball field maintenance, skating rink operation and maintenance.

$23.44 - Community Development: planning, development review, long range planning, code enforcement and economic development.

$6.29 - Miscellaneous: memberships, Northwest Youth and Family Services support, insurance costs, and a contingency allowance.

$58.32 - Debt service: $18.67 Repayment of Street Rehabilitation Bonds, $11.65 Fire Station Rehabilitation Bonds, $7.89 Maintenance Center Debt, and $20.11 for all other debt payments.

$8.03 - Capital Improvement Fund: improvements throughout the community.

$18.23 - Community center: a contribution that allows residents, community groups and other public service organizations to use the banquet and meeting rooms at reduced costs.

$152.82 - Replacement funds: the cost of rebuilding streets when necessary without special assessments for the replacement portion of the cost, as well as the cost of replacing buildings, park improvements, trails, furniture, computer equipment, fire equipment and warning sirens.

Compared to 28 other metro-area cities, using population to select 14 cities larger and 14 cities smaller, Shoreview is the 5th lowest of these communities. City tax rate is about 27% below the average City tax bill of $985.
