Installation of the block retaining walls is near completion. Work on grading out the new trail and lowering of utility structures will continue into the next few weeks. Concrete curb and gutter and work on permanent repairs to the road pavement is planned for the week of October 28, weather permitting.
Installation of the new water main and water services is completed. Work to install block retaining walls is currently taking place. The contractor has also begun grading out the new trail, starting from the east end of the project near Vivian Avenue and working their way westward toward Lexington Avenue. Please continue to use caution and slow down while driving through the construction zone for your safety and those around you.
Mail will not be delivered to residential buildings on County Road E in the project area until further notice. Please continue to pick up your mail at the US Post Office Carrier Annex at 4390 Mcmenemy Street, Vadnais Heights, MN 55127. We apologize for any inconvenience and appreciate your cooperation and patience during this project.
Installation of the new water main extension is completed. The contractor is currently working on installing water services to the homes along County Road E.
Please expect some delay this afternoon if you plan on driving through the work site on County Road E, between Lexington Avenue and Vivian Avenue. One lane is currently shut down for installation of water services. Flaggers are directing all traffic (eastbound and westbound) through the work site utilizing one lane. This work is expected to be completed by 6 PM today, at which time all lanes will open back up to traffic.
Work on the new water main under County Road E is scheduled to continue the week of September 16, weather permitting. The contractor plans to connect the new water main to the existing water main on the west end of the project, toward Lexington Avenue, next Tuesday, September 17, weather permitting. During this work, the water to 1050, 1030, and 1000 County Road E will be temporarily shut off for a few hours the morning of September 17. Building occupants will receive notification of the proposed shut off next Monday, September 16.
Work to connect the new water main to the existing water main is scheduled for the week of September 9, weather permitting. Xcel Energy will also be on site next week to relocate their power poles for the new trail.
The contractor will begin setting up the temporary traffic control for County Road E on Tuesday, August 20, weather permitting. The temporary traffic configuration will shift existing lanes to the north, while maintaining one lane in each direction. Please use caution while driving, biking, or walking through the active work zone for your safety and those around you.

The Council awarded a construction contract at the July 15 meeting. A notification will be sent out to the affected properties along County Road E prior to the start of construction work. Improvements include the installation of 8-inch water main in the County Road E right-of-way, water services installed to the property line of the seven properties located along County Road E, that currently do not have access to City water, and the installation of a 8-foot wide bituminous trail in the County Road E right of way. Assessments for the water main and services are proposed for the project. There are no assessments proposed for the trail.
