The city is continuing its mission to foster community pride and create a high quality of life by providing exceptional services and amenities. The 2025 community survey, conducted by Polco, shows that 96% of residents rated the quality of life as either excellent or good. This places Shoreview as the top city in 20 of its local peer cities that Polco has surveyed.
The community survey results were presented during the December 15 city council meeting.
Shoreview's quality of life rating has been consistently very high since the city began surveying residents in the late 1980's. Residents also ranked various aspects of local leadership and government high. Shoreview outperformed the national and local benchmark cities in the below areas (% excellent or good):
Mayor Sue Denkinger commented, "The success of Shoreview is a reflection of the shared vision between our community and government, rooted in the values of openness, belonging, and collaboration. This shared vision enables us to build a strong community and create a high quality of life in Shoreview."

This is the second time the city has used Polco for its community survey. Polco is the city’s community engagement platform. They have worked with more than 400 jurisdictions nationwide and 38 in Minnesota.
The community survey was conducted August - October and mailed out to 3,000 households. The selected households were able to complete the survey either online or via mail. The city received 574 responses (19% response rate). The city also opened the survey to all residents for two weeks and received 237 responses.
