Proposed Development Code Ordinance Draft

The zoning code is the part of city code that controls how individual properties can be used and how buildings can be constructed. The zoning code divides the city into districts with different allowable uses and standards for each district. The zoning code also includes standards which apply to all types of development, such as landscaping, screening, parking, lighting, fencing, architectural design, and signage.

The city is updating its zoning and subdivision codes to:
  • Ensure codes are consistent with the goals, policies, and maps in Destination Shoreview 2040, the city’s comprehensive plan
  • Improve the usability of the codes, including reorganizing some sections to make the code easier to navigate and understand
  • Craft code language that reflects current practices
  • Ensure consistency with state statutes and case law
  • Support city sustainability efforts
