Cannabis licenses

Every business that wants to sell cannabis must get an annual license or registration.

  • Cannot sell these products for on-site consumption
  • Cannot sell these products to people under 21 years old

Submit these items with the application:

  • Copy of your state license or written notice for preapproval from the Minnesota Office of Cannabis Management
  • Certificate of liability insurance
  • Written description of the type of business, offered services, and items for sale
  • Floor plan of the licensed premises (drawn to scale)
  • Certificate of compliance for Minnesota workers’ compensation law
  • Temporary cannabis events
    • Written permission from property owner
    • Copy of your application to the Minnesota Office of Cannabis Management

  • Fee
    • Cannabis retail registration - $500 (initial and first renewal); $250 (additional renewals)
    • Low potency hemp edible retail license - $125 
    • Edible cannabinoid license - $250

Filling station license

Every gas station must get a license annually.

Submit these items with the application:

  • Proof of insurance
  • Certificate of compliance for Minnesota workers’ compensation law
  • Fee:
    • $50 first 2 pumps
    • $15 each extra pump
    • A fee will be added if you pay online

Fireworks license

Every business or organization that wants to sell fireworks or have a fireworks show must get a license.

Submit these items with the application:

  • For selling:
    • Property map of the premises to be licensed showing:
    • Floor plan of the premises to be licensed
    • Gross or net quantity of explosive material on site
    • Certificate of insurance
    • Copy of lease
    • Fee: $100 or $350
  • For fireworks show
    • Name and address of person conducting the show
    • Name and address of person supervising the show
    • Location of the show
    • Date and time of the show
    • Certificate of insurance
    • Fee: $100 or $350

Garbage hauler license

Every garbage hauler must get an annual license to collect garbage in Shoreview.

Submit these items with the application:

  • Proof of insurance
  • Certificate of compliance for Minnesota workers’ compensation law
  • Fee: $150

Liquor licenses

Every business that wants to sell liquor must get an annual license.

Submit these items with the application:

  • Floor plan of the premises to be licensed
  • Certificate of insurance
  • Certificate of compliance for Minnesota workers’ compensation law
  • Consent of release of information for background check for owners and managers
  • Filed copy of articles of incorporation (for corporate applicants)
  • Executed copy of partnership agreement (for partnership applicants)
  • Copy of lease
  • Fee:
    • Intoxicating liquor on-sale: $5,000 or $4,000 with training
    • Intoxicating liquor on-sale, wine: $1,000
    • Intoxicating liquor on-sale, vet organization: $300
    • Intoxicating liquor off-sale: $200
    • Intoxicating liquor Sunday sale: $200
    • 3.2 percent liquor on-sale: $150
    • 3.2 percent liquor off-sale: $50
    • Special event: $10
    • Transfer: $200

Massage licenses

Every massage business and massage therapist must get an annual license.

Submit these items with the application:

  • For massage establishment:
    • Certificate of insurance
    • Consent of release of information for background check
    • Certificate of compliance for Minnesota workers’ compensation law
    • Fee: $100 ($103.30 if paying online)
  • For massage therapist
    • Proof of 500 class credit hours
    • Comprehensive Certificate of Massage
    • Certificate of insurance
    • Consent of release of information for background check
    • Fee: $50 ($51.80 if paying online)

Mobile vendor permits

The following vendors must get a permit before going door-to-door. Permits are valid for six months. Vendors may operate between 9 am and 9 pm Monday – Saturday.

  • Peddler - selling goods or services for immediate delivery
  • Solicitor - selling goods or services for future delivery
  • Mobile food unit - food or ice cream trucks
    • Food or ice cream trucks operating at private events or as part of a city event do not need to get a permit
  • Non-profit organizations

Submit these items with the application:

  • Consent of release of information for background check
  • 2” by 2” photo showing the head and shoulders of the applicant
  • Mobile food units - copy of MN Department of Agriculture license 
  • Fee: $100 ($103.40 if paying online)
    • Solicitors and non-profits are exempt from the fee
  • Proof of non-profit status if filling out non-profit application

Every business that wants to sell tobacco must get an annual license. It is illegal to sell tobacco to individuals under 21 years old.
