2026 Street Rehabilitation

This project will take place in the Willow Creek and Silverthorn neighborhoods, east and west of Hamline Ave. Project maps are below.

The street rehabilitation will be done through a process called stabilized, full-depth reclamation and in these steps:

1. grinding the existing asphalt and the top layer of gravel to create a new gravel base for the road
2. removing the extra new gravel, 
3. stabilizing the gravel with an emulsion that will make it stronger, and finally
4. paving a new layer of asphalt. 

Before installing new pavement, the contractor will do minor repairs to damaged gate valves, manholes and storm drains on the road. 

This project includes trail rehabilitations: Silverthorn to Lois, Silverthorn to Lepak, Lepak to Lexington, and Commons Park. 

This project also includes pavement rehabilitation and storm and sanitary sewer improvements in the Community Center's lower-level parking lot. 

Funding

No special assessments are proposed for this project. 

The project is funded through the city's utilities funds, street renewal fund, capital asset replacement fund and capital investment fund.

The city council awarded the construction contract to Valley Paving, Inc. at their April 6, 2026 meeting. 

Traffic Impacts

Roads will be open to local traffic. Minor delays can be expected if work is being performed directly in front of your driveway.

Work starts in the Silverthorn neighborhood this week:

• Late June/Early July - minor utility work

• July - Curb and gutter spot replacement, sod installed

• August –  Street pavement grinding and repaving

• October - trail grinding and re-paving 

• Late-July/early August - Replace retaining walls
• Mid-August - Pour concrete and install sod

• Mid-August to mid-September –  Community Center lower level parking lot construction, sanitary sewer pipe work
• Late September - trail construction
